COMPLIANCE TERMINAL LOG — SECTOR 9 ADMINISTRATIVE BLOCK
OBSERVATION THREAD: ACTIVE
TIME TO CONTRACT TERMINATION EVENT: 6 HOURS, 14 MINUTES
The system notes them separately at first, the way it notes everything: without judgment, without weight, cataloguing the three bodies that have gathered in Sub-Level 4 of the Verantis Tower like items on an inventory sheet. Pallavi Pillai, debt-grade employee, nine years indentured to the Verantis Consolidated Resource Group under a Standard Obligation Contract, her biometrics flagged yellow for elevated cortisol and irregular sleep cycles over the past eleven days. Duarte Conti, compliance auditor, contract-grade, his file clean in the way that files are clean when someone has been careful rather than honest. And the third one — the one who walked through the freight access door seventeen minutes ago without a registered badge scan, without a biometric match, without a single flag in the entry system except for a notation that reads, simply, VISITOR: UNCLASSIFIED — standing now at the far end of the corridor with her back against the cold pressed-alloy wall, watching the other two with an expression the system’s facial analysis engine cannot categorize beyond the broadest descriptor: known.
The system watches. That is what it does.
Six hours and fourteen minutes is not very much time inside a building like Verantis Tower, which is less a building than a self-contained economy — forty-three floors of offices, dormitories, processing centers, and compliance suites, all of it sealed from the outside air by triple-paned filtration glass that turns the Harren City skyline into something muted and grey and distant, like a memory of a world that used to belong to people. The tower runs on its own water reclamation. Its own protein synthesis. Its own legal jurisdiction, technically, under the Corporate Sovereignty Accords of 2061, which means that what happens inside Verantis Tower is Verantis business, adjudicated by Verantis courts, enforced by Verantis security, and the city outside — with its noise and its weather and its civil protections — might as well be on another planet. Pallavi has lived inside this jurisdiction for nine years. She knows exactly what the walls are made of. She knows the weight of them.
She had been trying to reach Duarte Conti for eleven days. Eleven days of routed messages that disappeared into compliance queues, of hallway near-misses that felt less like coincidence and more like management, of one brief exchange in the Level 12 canteen where he had looked at her across a tray of reconstituted grain and said, very quietly, not here, and then looked away. She is a data reconciliation specialist. He is a compliance auditor. In theory they have no reason to speak. In practice, Pallavi had found something in the archived contract data she processes — something she was not supposed to find, because it had been filed under a suppression tag that expired four months ago due to a clerical error no one caught — and what she found was a clause. A single clause buried in the Standard Obligation Contract template, Section 44, Subsection 9, that stated that in the event of a Resource Optimization Review, debt-grade employees whose productivity metrics fell below the 60th percentile could have their contract terms extended unilaterally, without notice, without appeal, for a period not to exceed ten additional years. She had run the numbers. She was currently sitting at the 58th percentile. The Resource Optimization Review was scheduled for 9 a.m. tomorrow. She had not slept properly in eleven days.
That is why she is in Sub-Level 4 at 2:46 in the morning, where the system’s audio sensors are degraded from a coolant leak no one has repaired, and where the camera coverage has a blind spot the size of a storage closet near the east stairwell. She found the blind spot herself, three months ago, by accident. She had filed a maintenance report. The maintenance report had been closed without action. She had not filed another.
