They move fast and low through the Cell Block corridor, through the maintenance passage Bilal mapped from memory, into the fabrication bay. Sten stands watch at the passage entrance, watching for amber visors, while Bilal runs the lathe. The machine is loud. Everything about this is loud. The valve component takes twenty-two minutes to fabricate. It feels like twenty-two years.
They reach Sector 14’s filtration junction through a maintenance access tunnel that smells of rust and old condensation. Sten installs the valve with the focused economy of a man who has done this a hundred times in sanctioned conditions and is doing it now in the dark, by touch, with his pulse hammering. It seats. The filtration array hums back to full output. Somewhere above them, in Sector 14, nine hundred people will have full water pressure when they wake.
The Ironguard find them twenty minutes later, sitting against the tunnel wall, not running.
Sten is returned to Cell Block 3. His provisional residency status is revoked. He will face a hearing, and the hearing’s outcome is not in doubt.
Bilal is not returned to Cell Block 3. During the fabrication bay detour, the PDN’s access logs recorded the maintenance override sequence he used. Warden Nystrom reviews the footage personally. He does not see a criminal. He sees a man who can break his most secure system with eleven minutes and a speaker grille. By morning, Bilal Zaidan receives a transfer order — not to a cell, but to the PDN maintenance division, where his skills can be used, monitored, and controlled. It is not freedom. It is a different kind of cage.
Bilal accepts the transfer. He thinks about Sten in Cell 7. He thinks about the children in Sector 14 drinking clean water. He thinks about Zainab, who is still in the medical bay, still watching, still noticing things. He thinks about the maintenance override sequence and all the other sequences he has not yet used.
The PDN hums on. It is already watching him.
It does not know what he is planning, not yet. Its confidence rating on Bilal Zaidan, as of Cycle 1,851, reads: 12.4%.
For now, that is enough.
